According to izzyontour.com, Goodnight Tonight was played at least 12 times during the Izzy Stradlin & The Ju Ju Hounds tour in 1992 and 1993:

So, since no other Guns N' Roses songs were played by Izzy's band during that tour, it's safe to say that it was written by Izzy.

It's also likely the same song listed as "Goodnight" in a tape containing rough mixes of the second Ju Ju Hounds album that was never released:
