Studio engineer Sean Paden talking about I.R.S. already being named in 1998 (Paden worked with the band from January to August 1998), but that it might just have been the name of a loop back then:

There was a lot of loops. IRS was an actual... I think if I'm not mistaken, IRS was an actual loop name. [...] I can't remember. And I think the same for Oklahoma. Like those are the only two songs that I think actually that I kind of go, "Oh, I remember that." I think they were... I don't even think they were songs, I think it were loop names. Maybe they were the songs that they were gonna call those songs and they had the idea, but those were the loop names that I would get. Like Dizzy would go, "Okay, I'm gonna play, can you record this section, call it, or label it IRS" and "Oklahoma," and I would record ADAT. And all it was was a loop. A four minute loop, a five minute loop, or a minute loop, whatever it was. And that's all he would go, okay.


If this is correct, then it is possible, as for The General, that Axl either just keep the early placeholder names or use them as inspiration for writing lyrics.
